North Korea expert Bruce Cumings is a typical paleoliberal on foreign policy matters. (†) When it comes to North Korea, however, that view seems to be the right one. We cannot truly threaten North Korea with war, and therefore peace is the only option. Preferably, peace would be on our terms.
