Are we winning the War on Terrorism?
Defense Secretary Donald Rumsfeld’s famous memo asks, “Are we capturing, killing or deterring and dissuading more terrorists every day than the madrassas and the radical clerics are recruiting, training and deploying against us?” (*)
The question is the right one, but we don’t know the answer. If we did, we would know whether we are winning or losing the War on Terrorism.
We do know, however, that the number of terrorist attacks worldwide is decreasing. That is a good sign.
